The council model was explicit
Jagland's 29 October 1996 declaration said the government would establish councils on the most important policy areas, populated by highly competent people recruited from different parts of society. The stated purpose was broad idea input and continuous critical review.
The later Long-Term Programme developed Det Norske Hus as a formal policy framework; regional-planning policy also described “samråderett” as a working method involving regional government, municipalities and organisations.
