The coast, the option and the public money.

EDITORIAL FINDINGFideco became a real political and financial controversy involving public policy, private industrial partners and Terje Rød-Larsen. Who carried the risk — and who got the upside?

The useful investigation is not “was everyone corrupt?”. It is a reconstruction of contracts, public support, local exposure, option terms, timelines and who knew what when.

By November 1996 the controversy was serious enough for the Storting to consider a proposal demanding a government account of the “Fideco case” and the involvement of minister Terje Rød-Larsen. That parliamentary record is firm evidence that the affair had become a national political issue.

Another parliamentary exchange is equally important because it preserves the allegation without converting it into fact. Carl I. Hagen asserted that Shell had “advised” or “pressured” Bird Technology to buy an option from Rød-Larsen and suggested a motive of goodwill toward an AP network. Prime Minister Thorbjørn Jagland did not validate that account; he said the immediate issue was tax compliance and that the question concerned possible motives for decisions in private companies years earlier.

Historical press reporting later described an option/stock gain of roughly NOK 600,000 and tax/accounting problems that contributed to Rød-Larsen's resignation from government. That is distinct from the stronger accusation — repeated in local memory — that fishermen were deliberately deceived. The latter requires the underlying contracts, promises, investment documents and original witness testimony before this archive will label it anything stronger than ALLEGED / TESTIMONY TO VERIFY.

1980s

Fideco's industrial model and ownership relationships develop. Rød-Larsen's option/share position belongs to this earlier phase.

Early 1990s

The project runs into severe industrial/economic trouble. Local losses and anger become part of the coastal memory of the case.

The next step is to obtain the original NRK/Brennpunkt material, local investment agreements, delivery promises, board minutes and contemporaneous correspondence.

“Shell bought the option as a political favour to the AP network.” — DISPUTED

The allegation was put directly to Jagland in Parliament. The current file does not contain a finding that the motive was proved.

Who carried the downside?

Reconstruct public grants/loans, private capital, local investor exposure and the timing of losses.

What exactly did the option agreement say?

The original Bird Technology agreement, board minutes and amendments are central missing records.

RESEARCH UPDATE / PRE-1996 WARNINGS

The warning trail starts before the ministerial scandal.

New source work pushes the Fideco file backwards. The strongest new point is not a new accusation: it is evidence that questions about FAFO's Finnmark activity and public grant controls had already reached Parliament in 1993.

Control questions three years earlier

Reidar Johansen (SV) submitted a parliamentary question explicitly citing Arne Eriksen's Rosa japper i fiskefarse. The question said the book raised criticism of FAFO's activity in Finnmark and of the ministry's application of grant rules, and asked what would be done to improve accounting and control routines for state-supported institutions.

The question was later withdrawn. That does not validate the book's allegations. It does establish that the control issue was formally raised years before Rød-Larsen entered Jagland's government.

The option chronology is more complicated than the shorthand

A 2001 University of Oslo thesis reconstructed the Fideco/option controversy from contemporary reporting, NRK's Brennpunkt programme, Fiskaren and other sources. It describes Rød-Larsen as FAFO leader and Fideco marketing director, an option for 1% of Fideco, a separate NOK 1 million Bird Technology share loan, later bank pressure, and allegations from Bird management concerning the timing/signing of the option agreement.

This is useful as a source map, not as a substitute for the original option contract, Bird board minutes, tax file or witness statements. Those documents remain the target.

THE FISHERMEN CLAIM The 1996 Brennpunkt episode exists and is independently catalogued as a 26-minute programme broadcast on 26 November 1996. Online transcriptions attribute severe-loss testimony to local fishermen, but DOCUMENTED NORTH will not upgrade those claims to fact until the original programme and investment/delivery agreements are checked.

Do not compress the chronology

The personal option transaction, the later industrial collapse, the fishermen's losses and the 1996 tax controversy are connected historically, but they are not one event. Each requires its own dates and evidence.

Erling Folkvord proposed that the government give the Storting an account of the Fideco complex and then-minister Terje Rød-Larsen's involvement. The historical register records debate on 26 November 1996 and that the proposal was not adopted.

The Shell/Bird theory remained an allegation in Question Time

The following day Carl I. Hagen put to Prime Minister Jagland the allegation that Shell had advised or pressured Bird Technology to buy Rød-Larsen's option and suggested a motive tied to favourable treatment by an AP network. Jagland's reply treated the claimed motives as assertions about decisions by private companies and focused on clarifying the tax issue.
