READ THE CORRECTED REPORT
The missing pages changed the record of disagreement.
The official report is called Forsvarlighet, risiko og tillit. It reviews the Norwegian system for foreign adoptions and the controls used across the countries of origin included in the inquiry. The government page identifies the version now in force as corrected on 3 July 2026.
The correction followed a letter from the committee explaining that two general dissents by member Rudolf Christoffersen were inadvertently left out of the first edition. Those are one member's views, not the committee's majority conclusion. Any country-specific example needs to be read in its full chapter and against the report's own limits.
SYSTEM FINDING, NOT PERSONAL VERDICT
The inquiry leaves individual histories unresolved.
The ministry's hearing notice summarises the commission's central assessment: authorities underestimated risk and had too little control. That is a serious system finding, but the inquiry did not adjudicate each adoption or establish that an individual adoption was unlawful.
The government has opened a public hearing through 1 November 2026 and says it will consider the report and input before deciding its follow-up. The outcome is therefore still open. No personal adoption story is reproduced here; affected people should not be made identifiable without informed consent and a separate public-interest reason.
