What the available record supports.

TWO LISTS, TWO CALLS

The date matters more than the headline.

The new Commission announcement is easy to misread as a fresh decision about every project bearing the strategic label. The underlying records show a more specific sequence: the Commission adopted a list for projects outside the EU in June 2025, then adopted a second list for projects in the EU on 9 October 2026.

Nussir appears in the 2025 annex as a Norwegian copper project. The 2026 announcement is not evidence that Nussir was newly added, removed, granted a Norwegian permit, or cleared on environmental questions.

WHAT THE RECORD CANNOT ANSWER

A designation is not the whole permit file.

The Commission describes CRMA strategic projects as contributing to the security of supply of strategic raw materials. Its list is a record of that designation, not a substitute for the separate Norwegian decisions and environmental studies that govern a particular mine.

The broader Repparfjord file remains open. This publication does not draw conclusions about tailings, fish habitat, consultation, Sámi rights or project timing from the CRMA lists.
